What is Radiation?

 

Radiation is energy, such as heat, light or radio waves, which moves through space or matter at high speed. It can be easily detected and measured using specialized instruments. In very large amounts, radiation can damage living cells.

 

Radiation comes from many natural and common man-made sources. Radiation from the sun and stars, radon from bedrock, radioactive elements in the foods we eat and materials we use to build our homes all come from natural sources. These natural forms of radiation are part of what is called background radiation.

 

Man-made radiation comes from sources such as X-rays, other medical procedures, microwave ovens and electric power plants.

 

The effect of radiation on the human body is measured in units called millirems. The average background radiation exposure in this area is about 600 millirems per year. About 50% of exposure to radiation in the U.S. comes from natural sources; the other 50% comes from man-made sources.

How would I be notified of an emergency at Indian Point?

 

 

Special emergency sirens that produce a continuous, four-minute tone would alert people within ten miles of Indian Point to tune to an Emergency Alert System (EAS) station for information about an emergency at Indian Point. If you hear the continuous, four-minute tone, listen to one of the EAS stations listed in this booklet for official information on what you should do. These sirens are tested periodically throughout the year. Siren tests are announced in advance through local news media. In addition to the sirens, the county and New York State have communications systems which use e-mail alerting, text messaging, and/or phone messaging to contact the public in an emergency.

How would I find out what I should do in an emergency?

 

Officials would use the Emergency Alert System (EAS) radio and television stations to provide information and instructions to the public. EAS stations in this area are listed on the next page. These stations would be the official source of information during an emergency.

Different areas could be directed to take different actions, so instructions will be provided in terms of the communities or areas within 10 miles of Indian Point. For descriptions of areas which may need to take protective actions,  turn to the “Areas in the Indian Point Emergency Planning Zone followed by their Reception Center Locations” section. Find your location and listen carefully for information concerning your area.

What might I be instructed to do?

 

You could be instructed to shelter-in-place, to

evacuate, to take potassium iodide (KI) or to take

no action. Officials would base any emergency instructions on the situation at Indian Point and

where people are most likely to be affected.

People in one area might need to take one action,

while people in another area might take a different action or no action at all.

 

In all cases, avoid using telephones and cell

phones to prevent overloading the system

and interfering with emergency use.

 

Use the Emergency Supplies Checklist in this booklet to help prepare your family plan in case you need to Shelter-in-Place or Evacuate.

 

 

Shelter-in-Place

 

If your area is instructed to shelter-in-place, you

should remain indoors and limit the ways outside

air can enter. You should:

 

 • Keep family and pets inside

 

 • Close windows and doors

 

 • Turn off air conditioners and ventilation
    systems

 

 • Extinguish fires in fireplaces and close
    dampers

 

 • Listen to radio or TV for emergency
    information

 

Evacuation

 

Evacuation is a protective action strategy

involving the orderly movement of people

away from an actual or potential hazard. If your

area is instructed to evacuate, you should gather

the things you would need for a three-day

stay and leave promptly.

 

 

Where should I go, if I have to evacuate?

 

You should go to the home of a friend or

relative or other location outside the 10-mile

area around Indian Point using the timeliest

route. If you do not have another place to

go, you can go to the Reception Center

assigned to your area identified in the "Areas in the Indian Point Emergency Planning Zone and their General Population Reception Centers" section of this booklet and use evacuation routes identified in the Evacuation Routes section of this booklet.  Temporary shelters will be available for those who need a place to stay.

 

If there has been a release of radioactive

materials from Indian Point, monitoring and decontamination will be available at

Reception Centers.

 

In an evacuation:

 

• Be certain that your area is one being
    ordered to evacuate. Do not evacuate
    unnecessarily.

 

•  Remain calm, but act promptly

 

•  Do not use the telephone to avoid
    overloading the system

 

•  Contact neighbors directly to ensure they
    are aware of the emergency instructions

 

•  Offer a ride to anyone you know who
    might not have a car

 

•  Close windows and vents in your car and
    do not use the air conditioning until you
    have left the area

 

• Take one dose of Potassium Iodide (KI) if

   instructed to do so

 

Bring with you:

 

 • clothing and blankets or sleeping bags

 

 • prescription medicines

 

 • personal items such as shaving kits, soap

    and cosmetics

 

 • formula and other supplies for children

    and infants

 

 • your checkbook, credit cards, cash and

    important papers

What if I need a ride?

 

Try to get a ride with a nearby friend or

neighbor. If you cannot get a ride, free

emergency buses will pick up passengers

along the routes near your location and take

them to the Reception Center for your area.

What is Potassium Iodide (KI)?

 

Potassium iodide is an over-the-counter

medication that can block radioactive iodine from entering the thyroid gland if there were a serious emergency involving a large release of radioactive material. Potassium iodide is often referred to by its chemical abbreviation, KI.

 

If Emergency Alert System (EAS) messages direct people in your area to take potassium iodide, follow the instructions on the packaging, or those provided in the EAS message.

 

During an evacuation, potassium iodide is available at the four Reception Centers and two KI Distribution Points

Recommended Doses of KI for Different Risk Groups

 

 

For birth through 1 month, the dose is 16 mg of KI

 

For babies and children over 1 month through 3 years, 32 mg

 

For children 3 to 12 years, 65 mg

 

For adolescents 12 through 18, who weigh more than 150 pounds, the dose is 130 mg.

 

For adolescents 12 through 18 years,  who weigh less than 150 pounds, the dose is 65 mg.

 

For pregnant or breastfeeding women, 130 mg.

 

For adults 18 to 40 years 130 mg.

 

For adults over 40 years 130 mg.

What if my children are

in school?

 

Officials may relocate children in schools to assigned school reception centers as a precautionary measure, even if there is no evacuation of the general public. Staff have been trained and will travel with students to these school reception centers. Parents and guardians can pick up their children from these school reception centers. Please check with your child’s school or childcare facility to learn more about relocation planning and parental pick-up plans.

 

The list in this booklet under the “School Reception Centers” section shows the assigned school reception centers for each school within ten miles of Indian Point.

 

If your child or children are in a day care, nursery school, after-school programs or other settings located within the EPZ, they are subject to the same emergency procedures as public and private schools. Check with their provider on emergency plans for their location.

 

 

Westchester County Evacuation Bus Routes

 

If you do not have your own transportation out of the area, you can ride one of the buses provided to take you to a Reception Center or arrange a ride with a neighbor. If residents of your area are advised to evacuate, locate the nearest bus stop. You will be advised over the EAS when the buses will begin picking up.

What about facilities such as

hospitals, nursing homes and

correctional facilities?

 

Hospitals, nursing homes and other facilities within ten miles of Indian Point have emergency plans to keep their residents safe, including provisions for transporting residents to host facilities.

 

If you have a family member in a facility and require information about their emergency planning initiatives, please contact the facility administrator.

 

What about people with disabilities?

 

If you have a disability, such as mobility impairment, visual impairment or are hard-of-hearing or deaf or need specialized transportation or equipment, prepare an emergency plan with family, friends or neighbors. If needed, the County in cooperation with your municipality can assist in making special arrangements for you.

 

Special Needs Registry program

If you have limited mobility or special medical need, apply for the County’s Special Needs Registry program for assistance in emergency planning.

• If you experience a problem connecting to 2-1-1 call the toll-free number at 1 (800) 899-1479

For deaf, hard-of-hearing, deaf-blind and speech

impaired – TTY & NY Relay

 

In case of emergency, TTY users should call TTY equipped 911 Emergency Communication Center in Westchester County. The 9-1-1 dispatchers have TTY equipment and are trained to respond to all needs of people in Westchester County including those who are hard-of-hearing or deaf.

 

If you use a TTY and cannot obtain emergency service via 9-1-1, you may dial 7-1-1 to access the 7-1-1 (NY Relay) service. Advise the Relay Operator that you have an emergency situation. However, it may take longer to obtain assistance using 7-1-1 (NY Relay).

 

7-1-1 (NY Relay) is NOT a substitute for 9-1-1 for persons with disabilities.

 

What about pets and livestock?

 

If you are directed to evacuate, you will want to take your pets with you. Pets are not permitted in Reception Centers or temporary shelters (except for service animals such as seeing-eye dogs). Pet

owners are encouraged to explore alternatives for their pets, such as boarding kennels, friends or relatives outside the ten-mile area.

 

If you have livestock or agricultural products, useful information is available from the New York State Department of Agriculture website www.agriculture.ny.gov or call 1-800-554-4501 or call your local Cooperative Extension Office.

 

Pet owners should plan to bring their own supplies, including food, leashes, cages and carriers, etc. Locations where services may be available may be provided via the news media if evacuation is recommended. Pet owners are highly encouraged to make preparations in advance should you ever need to evacuate..

 

Leave No Animal Behind

 

 • Arrange with friends or relatives to provide temporary shelter for you and/or your pets.

 

 • Make a list of pet-friendly hotels and motels outside your area. (You can look them up online at www.petfriendlytravel.com or  www.petswelcome.com)

 

 • Ask your veterinarian and boarding facilities if they provide emergency care and boarding during a disaster. (Also identify an alternate veterinarian or boarding facility outside the 10 mile area­.)

 

Identify all your pets:

 

 • Microchip your pet

 

 • Make sure your pet is wearing a collar or harness with identifying tags on it. Include your phone number and an alternate phone number of someone outside your area

 

 • Put leg bands on all birds and ID tags on all pocket-pet cages

How are emergencies at nuclear

power plants classified?

The federal government established four classifications for emergencies at nuclear power plants. In order from the least to most serious, they are:

 

An UNUSUAL EVENT indicates a potential problem with the operation of the plant. Officials are notified, but no public action is necessary.

 

An ALERT indicates an event that could reduce the plant’s level of safety. Any release of radioactivity would be a small fraction of the federal guidelines. Residents should monitor

the situation on television or radio.

 

A SITE AREA EMERGENCY indicates a problem that substantially reduces the plant’s level of safety. Releases of radioactivity outside the plant site would not be expected to exceed federal guidelines. Residents should monitor the

situation on television or radio.

 

A GENERAL EMERGENCY indicates a problem affecting safety systems in the plant that could lead to a release of radiation that would exceed the federal guidelines outside the plant. Protective actions may be ordered for some areas. Residents should monitor the situation on television or radio.
